CEA and San Francisco Building Trades Council Address Issues at Joint Conference

September 26, 2001

The third joint labor/management conference of the Construction Employers’ Association (CEA) and the San Francisco Building Trades Council was held in San Francisco on August 29th. Larry Mazzola, President of the San Francisco Building Trades Council and Charlie Kuffner, Senior Vice President/Division Manager of Swinerton Builders co-chaired the conference that was attended by some fifty local building industry and labor leaders.

The need for continued local political partnering between CEA and the San Francisco Building Trades was emphasized at the conference. To this end, the parties have coordinated a joint political fundraising venture to raise monies in support of the $195 million Community College District bond measure for the November ballot. A CEA/San Francisco Building Trades fundraising event for this bond measure, spearheaded by Stan Warren and Larry Nibbi, is planned for October 18th at the home of Mrs. Joseph L. Alioto. Building relationships with the San Francisco Board of Supervisors and educating them about critical industry issues will also be a focus of labor management political partnering in the coming months.

Another theme at the conference was the continued recognition that the building construction industry needs to work on improving its image to recruit more qualified people at all levels. Robert Alvarado, the newly elected Executive Officer of the Northern California Carpenters Regional Council announced that the Carpenters Union with its signatory employers have launched an industry-wide program to hire new carpenter apprentices with incentives available to newly indentured apprentices and the employers who hire them during the month of September, which has been designated as "Hire a New Carpenter Apprentice Month."

The importance of communication was discussed, with contractor principals encouraging labor representatives to contact them directly for resolution of issues that may arise rather than limiting their contact to jobsite personnel.

Guest speakers included Charles Ramsey, attorney at law and member of the Board of Education for the West Contra Costa Unified School District who provided insights with regard to establishing project labor agreements on school district projects along with John Nimmons, a sustainable energy consultant who educated attendees about the San Francisco public power measures on the November ballot.
